Fund history begins in 1996, when the United States Agency for International Development (USAID) announced an initiative to start a micro lending project in Kazakhstan. American non-government organization
ACD/VOCA
won this tender and became the Founder of the Fund.
November 20, 1997 the Fund got a license from the Central Bank of the Republic of Kazakhstan allowing it to carry out lending operations. Kazakhstan Loan Fund was one of the first institutions in Kazakhstan to disburse stepped short-term micro loans in the amount of 30 000 tenge without collateral.
Fund clients are entrepreneurs (mostly women) who have a desire and ability to do business. It is related to inability to provide collateral property. By getting loans in the Fund micro entrepreneurs acquire lending culture and lending history. Quite many become worthy clients of commercial banks afterwards. It often happens that beginners have little knowledge to conduct their own business and they do not have possibility to get it. Granting this fact, loan officers hold trainings for clients on planning principles, management, accounting and marketing. It is done on a free basis and is an integral part of the lending process.
To effectively manage relationship with Clients MIS specialists developed special software – Information System for Credit Administering (ISKRA). This system enables employees to manage information flows, track out changes in borrowers’ business.
The basis for KLF strategic planning is: loan portfolio diversification, geographical expansion, operational expenses optimization, staff development. Due to all these aspects Kazakhstan Loan Fund has a network of branches with the Headquarters in Almaty and 6 Branches in the cities of Taldykorgan, Shymkent, Almaty, Taraz, Turkestan and Astana.
Availability of qualified employees, automated management system, clear business-processes, marketing researches enable the Fund to provide micro lending services at high level, i.e. qualitatively support small business. It results in the establishment of economically strong companies in the market, as well as in development of our country’s welfare and economy.
